One game that has been rumoured as the reason why March 2015 IGC announcement is so late: Dishonored (PS3), is now announced by PSN EU as the free game to play on April 2015 for every UK/EU PS Plus subscribers all around the world.

If you haven't followed the story, Dishonored was leaked from the link that redirect into the IGC announcement post in EU PSN Blog, as seen in the screenshot in a blog post by JustPushStart . The link to the post has been fixed and removed any reference to the game anywhere, but the comment posted by users on it suggested that the info has been leaked.
If you are planning to get this game, we suggest you to wait until it comes as a free game to play next month. Unless, of course, if you want to play this game forever even after your subscription ends, then we suggest to skip it and get the game when it is offered in discount.Seeing that the past PS+ IGC for US PSN is always the same as EU PSN, it is safe to say that US PS Plus subscribers will get this game as well. HK PSN may get it up to several months late.
